if your going back to bare alloy i would use an acid etch primer it gives grip for the paint to stay on the wheel at least thats how i do them,and never had no problems,but i have proper spray gear and a compressor so i can get a nice even finish with the paint and laquer...

I thought it was an acid etch required so thanks for confirming that... Now the wheels i will be refurbishing are off my Fiat Campervan, so i need to find out what colour silver they are and what type of paint they are... I already cleaned up the inside of one wheel ( the spare, which was really bad) and coated just the inside with silver Smoothrite which reacted with the remaining small patches of original paint, if that gives any clues
Any help would be appreciated as always

if your ever in bishop auckland go to d ward automotive on peel street can,t miss it big yellow and blue shop on the corner,they do proper aerosols of wheel paint in all silver colours or speak to mark the paint tech he can match your colour up
