Hi there

My car failed its mot on rust within 30cm of front mount point

On the inner wheel arch just on the front mounting there is a hole about 12cm by 5cm

Is it ok to weld a plate over it or to cut it out and replace it

I would cut it back to good metal and then weld a new section in - then you know the rust won't continue to spread.
