Air can fan slow

Regassed and running getting hot or cold. The problem seems that unless I turn down the temp to the lowest setting I don't get any fan speed so I have to turn up the blower/fan manually which in turn takes it out of auto setting. There is a photo sensor on top the dash but it makes no difference if I cover it up or not. Any ideas.
