4wd not engaging

1993, Gen 2, JDM pajero.
When shifted to 4H, front wheels flash endlessly on the dash, upon looking under the vehicle, when in drive or reverse, the front propeller is spinning, but the vehicle is absolutely stationary.

What could be the cause?

Are the half shafts turning too ? If no, then the diff is stripped, if yes, then the problem is at the wheel hubs.

When you write that the vehicle is absolutely stationary, are you implying there's no drive to the rear axle at all?  Or do you mean that there's just no drive to the front axle in 4H?

By stationary, I meant the brakes were depressed and the vehicle is at a stand still but the front propeller is spinning, altho i do get power at the back.

I've fixed it! The actuators, vacuums, and the rest are okay, EXCEPT for the vocuum lines, they were improperly connected. Luckily my uncle's paj gen 2 SS4 vacuums hasn't been played with and that they were in proper places, so i followed where the hoses went and the front diff is no engaging.
