Toyota 3L 2.8 litre Diesel, weird whistling sound.

This is the engine of my own HiAce 4x4 campervan, it's only covered 90000 miles from new, it has no turbo, is cast entirely from iron, and were it not for its overhead camshaft being connected to the crankshaft by one of these newfangled rubber belt jobbies, it could have been from the sixties

The thing pulls really well, uses no oil nor a single drop of coolant, it always starts first twist of the key even when its owner has forgotten to switch the sidelamps off overnight (thank goodness for the Japanese habit of fitting twin batteries to their larger 4x4s..)
And yet it's always had a really weird whistling sound which annoys me, especially as it seems to be just as audible when the engine is tucked away under the front passenger seat, in daily driving, as it is with the engine exposed.
I made a phone video which is reasonably representative of the noise itself, so here it is and any suggestions would be most gratefully received. Apart from "flog it and buy an L300 because they come with an even older Pushrod Perkins and are rarer and quite possibly even better to drive the the good old 'Ace.."
