No vacuum in 4x4 system

Hi I was wondering if one of the many knowledgeable people on here could help me with a problem I have with Pajero 4x4.

Basically my Pajero is stuck in 4wd (front wheels flashing when in 2wd.
I have read many guides and attempted to use them to resolve my problem.
I believe I have found cause is no vacuum anywhere in 4wd vacuum system.
Things I have checked/replaced.
• replaced vac hoses and checked for correct connections
• changed solenoids for known working ones
• removed actuator and tested with vacuum( moves freely)
• tested accumulator with vacuum (holds vacuum)
• checked vac hose to actuator (no vacuum)

After testing I am of conclusion that issue is caused by lack of vacuum, but I have replaced all vac hoses, solenoids and non return valve and tested actuator and accumulator. I was thinking it could be because of vacuum pump, but would I not have brake issues or handbrake light on if vac pump was at fault?

Any help would be greatly appreciated.
