4wd actuator

Can someone advise I when the  actuator rod is in does that means 4wd is engaged or is it engaged when it’s out?

I check the actuator and it stiff with no movement but if I remove the 2 bolts that hold the actuator in place then the shaft can be moved.

Thanks Dan I did get this sorted but I have another issue with transfer case switches and gearbox not shifting to 5th but I am waiting summer to fix it. Car only does 3 miles day so no rush.

Sorry to jump on.. how did you get it sorted please.. ive done transfer switches and solenoid and checked volatge and continuity and feel that my transfer box geardbox and ECU has somehow gone out of sync and have traction light  ASC and blinking CD light plus mine wont go into 5th gear.
Everything worked as it should with no warnings or issues 2 weeks ago. Im pulling my hair out with it now! lol
