Throttle body butterfly

Hi guys shogun 3.2 mk4 2009 can any body tell me if the butterfly flap in the throttle body is meant to be wide open on tick over, mine is and it also stays open when the vehicle is revved, when the vehicle is switched of it will close but then open completely again. I have got a video but not sure how to add it on here

Completely normal. The butterfly is only there to aid engine shutdown by cutting the air supply. Diesels are otherwise regulated by fuel only.
