Faulty horn switches

Hello

The horn on my 2007 Mk4 only operates when the lower left spoke on the airbag assembly is pressed whereas it used to operate when any of the four spokes was pressed.  Is remedying this a case of replacing the airbag assembly because of the risks associated with airbags rather than opening it in the hope of finding faulty switches?

For the benefit of anyone else who experiences loss of horn function from some but not all of the horn buttons; I traced the problem to the brass "buttons" which are the horn switches.  There are four pairs of these distributed around the steering wheels.  They function by providing an earth path.  The design does not provide for any contact wiping which means that the brass becomes tarnished.  This prevents the circuit from being completed.   The solution is to remove the airbag assembly and polish the brass buttons.  

If I could work out how to do so, I would include a couple of pictures
