Surging whilst driving - is this the suction control valve?

Hi all,

57 reg DiD 3.2 - LWB. 92k miles. Located in the South West.

Had a couple of the usual suspects recently and with the help of this fantastic forum have got them sorted, but still one issue to solve.
I had the P0106/P0107 issue so I had the intake manifold cleaned, it was clogged with about a litre of soot. As soon as that was sorted I had the water in fuel filter light come on. The filler pipes had rusted so I dropped and flushed the tank, replaced the lines and have gone through 3 fuel filters clearing out all the muck that was left in the lines.

I now have a problem where it is running but I am getting surging when accelerating, similar to this video: https://www.youtube.com/watch?v=1HZCbTH6qR0
It seems to be when motorway driving or reaching around 2000rpm on a dual carriageway or motorway. I don't seem to lose power and can easily get to 70/75mph in 5th on a long stretch. Occasionally it cuts out

At first I thought it was the fuel filter getting rid of all the gunk in the lines but when I drain the filter now the diesel is crisp and see-through. My next things to check I guess are:
1) Primer bulb on top of the filter housing. Check this is not blocked.
2) In-tank fuel filter, make sure this is clean and not clogged so starving the engine of diesel.
3) Suction control valve.

For the SCV, is it enough to just clean the SCV or do you need to replace it? What is the actual fault that occurs on these?
I've read about having to get the SCV to "re-learn" the injectors. Is this necessary?
