2.5 tdi starting issues when cold

Hello there! I have a 97mod with a 2.5 tdi engine. When it gets colder than -20 degrees celsius the engine would not start at all. However, I have discovered that by putting a small heater fan against the injection pump for a while, it starts. Could it be a sticky shut off valve? If so, is it hard to replace?
