Cant get swr to set!! HELP!!!!!

Got rig etc in paj but cant get the meter to the set position, it will only adjust to halfway through the red.
any ideas???

sussed it, the markings on the meter arnt clear and it was left with the jump lead on the wrong outlet, changed it round and swr isnt even hitting 1. so i assume thats pretty damned good.
