When spoke to dealer about waranty he said I should have come to see car

Now fuel pump gone and ruined holiday Idea

Straight forward, it was advertised as ready for somethiung, which it clearly isn't, and he has broken the law re the rear seat belts anyway.

That's not on matey. Time to get a bit forceful with him and insist on your money back methinks. For that price, I'd have expected something as near mint as possible with all bells and whistles working.
He will try and fob you off but you're going to have to dig your heels in. If you bought it over the phone/internet without 'face to face' negotiation, you may also have some rights under the distance selling regulations on top of and in addition to the sale of goods act. This allows a 7 day cooling off period with right to cancel unless the vendor has clearly stated in writing that this is not the case. You'd probably be best doing all this in person, very publicly when he's got a lot of potential punters in as well.

Of course if none of that works, you could always 'accidentaly' drive it through the showroom windows and tell him you were bringing it back so he could look at the faulty brakes !!

Selling a car with no rear seat belts is illegal as the car clearly doesn't comply with the law. The car is technically not legal to have on public roads, and as such your insurance is void.

Definitely speak to Citizens Advice and/or Trading Standards, as the trader has broken the law and needs to be prosecuted.

Im afraid Ive had it to long now to take back. Besides I didnt even pick it up I paid £400 for it tto be delivered on a truck from Scotland to Surrey Mad

To be honest I still think you should be aiming for some recompense for the remedial work - especially those required to make it legal to drive Lile brakes an seatbelts.
Difficult to advise on without knowin how it was advertised but it certainly sounds like it was severely misrepresented.
Have a word with the CAB and trading standards - if nothing else it might help stop him selling more lemons to unsuspecting punters.
