ring on wiper stick?

HI, picked up my first 4x4 on Thursday had to be a DELICA, then it snowed overnight 3" what fun going to work on Friday.
Can anyone tell me what the ring on the wiper stick is for.
It has 4 positions & spins round I cant work out what it does.

Also my central locking only works on the drivers door, is this normal?

As far as C/L goes try cleaning all contacts etc and check child lock on slider door

on my L300 only the drivers door is master, it unlocks the front and sliding doors. The tailgate has to be unlocked independantly.
