wiper fuse

1998 montero.

According to the book dedicated fuse 9 is the fuse to fix the wiper blades.  I can't find the fuse box for the dedicated fuses.  They say it is on a relay board but I can't see it.  Where is the fuse??? Rolling Eyes

If it is on this relay board how do I get to it.  Do I take off the lower panel?  I looked under the dask and I don't see the relay board.  

If I have to take off the lower panel to get to the fuse how do you take it off.
