Does any one have any idea why the air bag red lights keep on flickering and the horn does not work.Checked the horn fuses and are ok.Is there a contact ring of some sort in the steering wheel. If yes could i have the name of this part.

Contact for both the lamp in the hub and the horns comes through the centre of the column and that lamp uses a third contact that's fed from the A/T fluid temperature sensor. I found all of this out just recently when I was tracing back the loom to find that sensor as mine wouldn't start in either of the lower gears, only in high range 3rd. I fitted an aftermarket steering wheel to mine and the lamp now stays in a new home in a switch blank which would be for the front foglamps where fitted.

I found this illustration at Megazip, it explains what goes where and shows part numbers that you can ask for at your dealership, even if you stay in the UK as I do and the dealership had never met a Paj Mini before!

Oops! By start, I mean move away, it starts of course in Park or Neutral.

The fact that your issue involves a non-working horn and that flickering lamp suggests that perhaps the horn terminal has fallen off its spade and is making intermittent contact with the other live inside the hub of the wheel, they're very close by each other and as such, could touch if either or both were even slightly slack on their spade terminals.
