Hi i was wondering if someone could help me diagnose a fault with a friends shogun 2.8

Its a 1998 shogun lwb manual with 70k

He recently bought it and asked me to look over it as he said it seemed slow.
I found that the car was very under powered until 3000rpm when you could feel the turbo kick in.
The vehicle also had a large exhaust leak on the down pipe to turbo joint.
I fitted a new exhaust down pipe and it has certainly improved the power below 2000 rpm, but there is a very noticeable flat spot between 2000-3000 rpm

I have checked the vacuum hoses on the turbo and the ones to the fuel pump and they were all fine. (I also replaced them)
I temporarily removed the turbo to waste gate vacuum pipe to allow the turbo to produce max boost and i could hear and feel the pressure release valve on the inlet manifold so the turbo works fine.

The car starts fine hot or cold and has no misfires etc.
