Junior ZR2 not shifting to 3rd

Hi guys, need advice please.

The wifes ZR2 had some problems caused by the AutoBox ECU, not pulling off in 1st.  Sounded very much like a manual box clutch slipping.
This was corrected by replacing the ECU, all inclusive around £450  Sad  but it solved the problem, so the wife was happy.

Lately it developed a new problem, and I again bought a new controller, but this time it made no difference.

The car shifts 1st and 2nd no problem, but regardless of speed or rpm, it does not shift to 3rd.

When you are at 30mph (in 2nd on the shifter) and you let go of the pedal, and the go to 3rd, it goes out of 2nd (the revs drop) but does not go into 3rd.
It just selects 2nd again and the revs climb accordingly.

Drained the oil and filled up with new (very expensive) ATF twice, and it made no difference.

Any educated guesses or guidance would be dearly appreciated.
