Had the toe set on my pajero, steering wheel is off to the right. When turning , get a little more to the left,  when turning right often find need to stop , reverse then continue

If someone has over adjusted the steering box in the past, could this put the steering wheel off?

Not unless there's a master spline on the column, in which case the wheel could only fit in one position.

More like the n/s track rod is too short and the o/s one too long, this would be down to someone making all of the correction at the same side, You can try to remedy this yourself by adjusting the n/s track rod ends so that they're further apart and bring the o/s ones closer together by exactly the same number of turns on the thread, but better still, go back to the person who charged for this and ask them to do the job properly.
Cool

**- Should have added that the shorter and longer track rods will be the opposite ones if the track rods are ahead of the hub centres rather than behind, I was thinking of my Mini which has rack & pinion steering with the rack behind the axle line, then it occurred to me that the larger Pajeros, especially as you're describing a box-based setup, would be more likely to have the links ahead  of the hubs.
